Bhubaneswar:Serious allegations of criminal misconduct have surfaced against Mr. Sujit Kumar Raula, Senior Superintendent of Choudwar Circle Jail, Odisha, raising grave concerns over prison administration, public safety, and accountability. Multiple media reports, coupled with official records, indicate that Mr. Raula is facing allegations of unauthorised absence from duty, forgery of official signatures, manipulation of jail gate records, and gross dereliction of statutory responsibility, particularly in the aftermath of a high-profile jailbreak. According to an FIR lodged at Choudwar Police Station by the former Jailor of the jail, Smt. Santoshini Dash, Mr. Raula allegedly: Remained absent from duty without authorisation or approval from competent authorities
Forged the Jailor’s signatures in official minute books
Manipulated gate registers to conceal his absence
These allegations disclose serious cognizable offences, including forgery, falsification of official documents, criminal breach of duty, and abuse of official position, warranting immediate disciplinary and criminal action.
Legal Clarity on FIR Filing Under Indian law, it is not mandatory for a Jailor or Superintendent of Jail to seek prior permission from higher authorities to lodge an FIR for cognizable offences committed within jail premises. Prison officials are duty-bound to report crimes promptly to prevent destruction of evidence and obstruction of justice. Any attempt to question or discourage such lawful action undermines the rule of law.
Public Interest at Stake. The conduct attributed to the Senior Superintendent reflects administrative failure and moral turpitude, eroding public trust in the prison system. Allowing such an officer to continue in service during investigation sends a dangerous message of institutional protection to wrongdoing. Demands In the interest of justice, transparency, and public safety, the following are urgently demanded: Immediate suspension and termination of Mr. Sujit Kumar Raula Independent, time-bound investigation into the allegations. Criminal prosecution under relevant provisions of law Accountability of any officials found shielding or abetting misconduct Swift and decisive action is essential to uphold the rule of law, administrative integrity, and public confidence in the criminal justice system.
